CONTRACT MANAGER for onshore pipeline/Russia

Mission:

  • to develop engineering and construction contract documentation for production facilities in accordance with the selected contracting strategy and Company standards and practices
  • to provide specialist contracts input to the development of Contracting Strategies, Tendering Strategies, development of standardized processes and procedures for the tendering and award process
  • to provide advice, guidance and support to the Lead Contract Engineers responsible for the individual project areas in the post award contract management

Tasks:

  • identifies the most appropriate contracting strategy
  • monitors and maintaining market intelligence of reputable contractors
  • identifies the most appropriate tendering strategies
  • assures fast and reliable procurement service to the Project Teams engaged in specific contracting activities
  • assures compliance with Company control systems
  • supports the Contract & Procurement Manager in:
    • defining the overall Project Contracting Strategies & Plans
    • implementing the contracting strategies
    • developing and implements project procedures
    • developing the “Best Practice” processes and documentation for projects, according to contracts
    • developing the Content Strategy and Plan for Phase III project
    • ensuring that local content requirements are being met
    • preparing Committee/Tender Board submissions
  • liaises with supporting offices, as required, in connection with local content requirements
  • receives and reviews each requisition for completeness, identifies and selects reliable sources
  • prepares tender documentation in consultation with the Technical Units
  • organizes clarification meetings as required during the bidding phase
  • reviews tenders and prepares bid comparison list
  • performs commercial and financial evaluations from qualified and reputable contractors to ensure that pricing is within budget and cost effective
  • negotiates best overall terms and conditions under competitive and “single-source” conditions
  • identifies contractor(s) for final selection
  • prepares the recommendation for the award of contracts for the provision of Project Services/Works in accordance with governing Company procedures and using Company model contracts
  • assures all requirements and special terms and conditions are met
  • monitors the quality of services in coordination with the Technical Units and interfaces Contractors/Suppliers
  • administers feedback concerning the Contracting activities
  • manages activities between internal Department(s) and Contractors/Suppliers
  • prepares systematic Reporting related to Contracting activities
  • interfaces internally with: Technical Units, Accounting and Finance, Taxation, Legal, Insurance, Partner Technical Groups; interfaces externally with Contractors/Suppliers

Requirements:

  • Engineering degree or Commercial degree (equivalent)
  • 3 years of Oil & Gas Industry experience
  • 5 years of International project contracting experience
  • Contractor Services/Supplier Products And Markets: Knowledge of National/International market and industry , Service/Goods/Product category expertise, Contractor/Suppliers quality management processes
  • Organization Processes: Internal procedures, Procurement process, E-procurement processes, Project Management process, Feed-back flow organization and circulation, Documentation management, Project Procurement Management, Service/Work and Supply Contracts administration process
  • Supports and technologies: E-procurement systems, Network information search and management, Integrated information systems and process information supports, English language
  • Economics: Cost analysis and purchase pricing, Knowledge of Supply Chain and total value , Financial evaluations, Knowledge of fiscal aspects, some Cost estimating, budgeting , cost analysis & control
  • Ability to use the main MS Office applications (Word, Excel)
  • English language – fluent; Italian or Russian will be considered an asset
