HSE OFFICER – OFFSHORE

Mission
▪ Ensure that Project/Site HSE plans and procedures are properly implemented on site during operations
▪ Report to Field HSE Manager or site manager on any HSE issues occurred on site
▪ Liaise continuously with the workforce and supervision on HSE issues
Tasks
▪ Conduct internal HSE inspections
▪ Deliver HSE induction and training
▪ Keep updated HSE procedures for the specific tasks
▪ Supervise HSE procedures implementation in the operative sites
▪ Spread HSE rules / standards / procedures / bulletins on site
▪ Ensure that relevant safety risk assessments are complied with and that Job Safety Analysis are prepared during the operations
▪ Promote safe operative techniques and methodologies for the planning, safety control (i.e. JSA)
▪ Ensure adequate HSE reporting in line with Company procedures
▪ Inspect subcontractors’ activities
▪ Control compliance of the equipment utilized on site
▪ Monitor the effective implementation of the Permit to Work system on site
▪ Prepare and administer HSE Key Performance Indicators for the operational activities
▪ Assist in the investigation of accidents and analysis in order to identify trends and propose the necessary corrective measures
▪ Monitor and maintain control measures in the use of hazardous materials
▪ Supervise Environmental aspect on site, supporting key personnel
Requirements
Knowledge of monitoring and reporting systems and techniques, KPI and HSE benchmark
Experience in delivering HSE training courses; Capability to prepare and conduct induction and HSE training courses
Knowledge of electrical hazard (how electricity may cause injury, importance of inspection, testing maintenance, skills of people who can operate, control measures)
Knowledge of techniques and methodologies for environmental impact analysis, identification and evaluation; Knowledge of difference between aspect and impact;
Knowledge of environmental impact control measures (at least for air, ground, water, waste, energy)
Knowledge of investigation techniques and of data analysis and reporting of HSE events
Knowledge of firefighting techniques and capability to manage fire / emergency situation learned with specific training course
Knowledge of audit techniques and capability to conduct HSE /safety / environmental inspections in order to supervise the implementation of specific procedures on site
Knowledge of typical potential HSE emergency situations and related mitigation actions; Capability to organize and evaluate emergency drills
Knowledge of main important international standards on HSE management system (e.g. ISO 14001 OHSAS 18001); Knowledge of company management system Initiatives on new HSE objectives
Knowledge of Industrial hygiene (Biological, chemical, and physical hazard exposure assessment / evaluation); Capability to perform / manage sampling activities
Knowledge of hazard and risks related to lifting operations (mandatory periodical control, lifting plan, etc.)
Knowledge of main techniques and methodologies for hazards identification, occupational risk assessment and evaluation (e.g. Risk assessment, likelihood and Severity evaluation, JSA). Knowledge of related control measures including the hierarchy of controls Knowledge of safety cases and safety critical elements (including Management of Change and SIMOPS)
Knowledge of working at height hazard (best practice, work equipment, safety measures)
